Pre-season 2020, Kled became one of the champions who got “abandoned” by Dragon Souls in the Summoner’s Rift.
Kled – The Cantankerous Cavalier, is a special champion that has 2 health bars. However, in season 2020, this specialty also makes Kled players “screamed in horror because Kled couldn’t get the buff from the Dragons.
Kled’s Passive: Skaarl, The Cowardly Lizard
Kled rides his trusty steed, Skaarl, who takes
damage for him. When Skaarl’s health depletes, Kled dismounts.
While dismounted, Kled’s abilities change and he deals less damage to
champions. Kled can restore Skaarl’s courage by fighting enemies.
At maximum courage, Kled remounts with a portion of Skaarl’s
health.
Because of this mechanism of exchanging extra HP for Skaarl that prevented Kled from benefiting the Dragon Soul Buff. Except for the buff from the Wind Dragon, the other Dragon Souls become weaker on Kled.
The Mountain Dragon Soul, Internal Dragon Soul, and Ocean Dragon Soul Buffs are all proportional to the bonus health of the champion. Especially, Fighters will gain a large amount of health from their items, helping the Dragon Souls to maximize their effectiveness with this kind of champion.
Fact, Kledis a champion controlled by the player and not Skaarl, therefore, Skaarl’s bonus health stat doesn’t interact with Dragon Souls is reasonable.
Despite having a fixed health bar, Kled will still receive extra health through leveling up.

Therefore, we can determine this is an unintended bug.
This game bug directly affects the gameplay of this champion. Hopefully, Riot Games will soon detect and offer the most reasonable remedy to avoid its negative impact on the players’ experience.
