Riot Games’ League of Legends balancing team has returned from a brief mid-year holiday and has immediately struck the ground active, revealing the preview changes in the July 19 Patch 13.14 release today.
According to head League balance Matt “Phroxzon” Leung-Harrison, the huge change list has a healthy connection, with item enhancements coupled with significant nerfs for numerous junglers for balance. On July 10, he revealed that there will be “modernizations” for several mages.
Also, after such a long time, the devs are concentrating on the Red and Blue buffs ffor the jungle, with one getting damage nerfs and the other modifying the way its ability haste works.

For the nerfs in Patch 13.14, while the nerfs to Rell, Karthus, and Rek’Sai are acceptable given their above-average performance, the nerfs to the rest of these champions are a little perplexing. A few of the champions on the list had quite average win rates.
RiotPhroxon feels that the impending champion nerfs will help compensate for the buffs in the mid-July release. However, the only item benefits influencing these champions’ major builds are Prowler’s Claw, Spear of Shojin, and jungle treats.
Moving on to the buff list, Xerath, in particular, is an outlier on the list, owing to his above-average popularity and 51% win rate this season. little his basic mana will be decreased by 10%, modifications to his passive and ultimate will keep the Magus Ascendant in contests for a little longer.
Other League Patch 13.14 specific buffs include a healing and area of effect burst benefit for Lissandra’s kit, positive changes to Zyra’s passive, and an increase in AD and minion damage for Aatrox’s Darkin Blade.
The full detail changes for patch 13.14 should be revealed shortly after, so players shouldn’t have to wait long. With that said, patch 13.14 will go live on July 19 along with League’s newest champion, Naafiri.
