With the complete overhaul of the item system in Preseason 2021, boots have become extremely weak at the later stages of the match.
The focus of Pre-Season 2021 is definitely the powerful Mythic items with various effects for every class in LoL. They even ensure that your champion possesses great power growth near the endgame when they have passive effects that give bonus stats depending on the number of Legendary items you have.
however, one of this system’s disadvantages is that it doesn’t count Boots upgrades as a Legendary item. So, even when fully equipped, you will only receive 4 Legendary item bonuses, resulting in Boots becoming underpowered near the end of the match and being sold most of the time. Of course, selling equipment will cause players a considerable loss, aside from losing the movement speed bonus, which puts them at a great disadvantage.
To resolve this, the LoL community has thought of a solution: adding another upgrade to Boots so they become Legendary. It will solve the missing Legendary item bonus, as well as make sure that players don’t lose gold or movement speed when selling Boots.

Aside from Cassiopeia every Champion builds Boots and can only have 4 Legendary Items without selling them. Of course, selling your Boots is anything but ideal. This is why I’d like to see the 3rd Tier of Boots or alternatively a reworked version of Boot: Enchantments. These should count as Legendary Items and have roughly the same stats as other Legendary Items.”
On paper, the suggestions above are fairly good as it helps players not waste resources and allow them to become powerful mid-match after upgrading to Boots 3. However, if this becomes a reality, some champions who are strong in the first phases will become overpowered. They can upgrade straight to Boots 3 and sweep the map. Not to mention that spending a lot of gold to upgrade to Boots 3 will slow other items’ upgrade.
Even so, this is still a great idea that Riot should consider adding to LoL. They can restrict upgrading to Boots 3 after passing the 15 or 20 minutes mark. Either way, Riot should tweak Boots equipment so it has the potential to be upgraded in the endgame, instead of being sold like now.
