Recently, Riot has made an effort to reduce the former’s influence. The summoner spell’s early effectiveness has decreased due to many cooldown increases for Teleport and the addition of a new Unleashed Teleport, but its late-game potency has not diminished.
The new summoner spell was added at the beginning of Season 12, but a recently discovered bug may have existed since then and may have truly unleashed its power.

First, when the TP occurs 14 minutes into the game, Teleport must be on cooldown. The player must then have developed some Ability Haste. After the 14-minute transition, the Unleashed Teleport cooldown ought to be the same, but the Ability Haste actually shortens the cooldown.
