Perhaps Riot Games should consider these ideas to find the best way to balance the Conqueror.
Conqueror is perhaps the toughest rune to balance in today’s meta since it is so absolute and can be matched to so many champions. The main feature of the Conqueror is that it both increases damage per stat, and if you are stacked sufficiently, Conqueror provides extremely high recovery levels that are appropriate for almost every champion. Given the statistics that provide them adequate damage and help to survive in the team fight.
When even an assassins like Talon uses Conqueror, it’s enough to understand how OP it is.
Even though Conqueror’s initial intention was to reinforce long-term champions, the more such assassins may be presented using this rune, the more we will find that it is completely imbalanced. It will inflict massive straight bonus loss and regeneration, which makes the Conqueror being abused. It’s worth noting that if your champion wants a bit of Electric Shock, you can just use Conq instead and hundreds of bonus healing and damage.
Therefore, the League of Legends community has suggested that the Conqueror needs to be adjusted, or even reworked so that it could be actually balanced. Otherwise, every champion will all use this rune soon. Specifically, one player thinks that this rune should be split into 2 separate old runes, one for healing like the Warlord’s Bloodlust, and one for damage like Fervor of Battle. You cannot have both in the same rune, that’s so OP.
Rework Conq into two Keystones: Fervor of battle & Warlord’s Bloodlust
“Already put a longer post of this on Twitter, with my usual post of wanting Raptor Cloak back.But let’s be honest, Why is Conqueror Litterally fulfilling the Goal of these 2 old runes?!!?Why it being used by Assassins, Junglers and a lot of Mages?Because it does too much, You stack dmg, adaptively AND Heal… Just pick one, you can’t have both.
Balance wise, atleast if the new Warlords proc condition or numbers is too high, You can nerf and make it harder to proc or lower the healing amount etc.
Same sht with Fervor of Battle, Lower it’s uptime so it expires sooner, or the amount of stacks, or have it’s individual stacks give less stats, but once you proc it or stay in battle for a while it gives something decent.
You can even make Warlord only be proc-able through Spells or Autos, same with Fervor.Or make Warlord be Omnivamp then change it into Spellvamp & Lifesteal, Or like the old one, when you’re low your Lifesteal stat goes up, So many ways to balance it this way and not worry about it stacking aswell.
As for Fervor of Battle, it’ll be safer to just make it Auto based only cause Otherwise it’ll be flawed between Trynd being able to use it, But Renekton presses W and Q proccing it instantly.Or have spells count towards 1 Proc and Autos toward 2. There’s ways to balance things.
Also, Random but… Can Raptor Cloak’s passive be made into a unique HP item and have it build into Deadmans and Righteos Glory? Or just have Raptor Cloak and have it build into DMs.
The excuse that it’s one item building into ONLY one other item is invalid IMO, because Stopwatch only builds into 2, So if you just make a unique item or make Deadmans and RG build out of one item with the raptor cloak passive, then it’s the same deal here.

Although there are many things that need to be fixed, the truth is that this guy’s idea is actually, very accurate. The Conqueror needs to be adjusted because of its perfection, it makes many champions who using it no longer having any weakness. Splitting it into two different runes with clears purpose of Healing and Increase Damage is an extremely accurate idea that Riot can consider of.
Anyway, we’re no stranger with Riot’s balancing team
The special thing of MOBA games is that every item in the game needs a certain price to exchange, there is no absolute perfect item, yet League of Legends still has the Conqueror – a nearly perfect, “jack of all trades” rune and this needs to be changed. Do you want to heal well and staying well in lanes? The cost of this should won’t have much damage enough to trade and to finish the enemy. In contrast, great damage in exchange for surviving in fights. Such thing that can provide both as Conqueror needs to be fixed.
