Imperial Mandate and Rylai’s Crystal Scepter work so well with each other that this build is becoming trendy.
Bursting damage items are more and more familiar in League of Legends, however, Mages are lack strength from Mythic Items because the Ability Damage given is not really high. We have Liandry’s Anguish – deal damage depend on %HP of the target but this Passive is not strong enough at the early game; Luden’s Tempest provides more AP but its cooldown is quite long.

Imperial Mandate can deal damage continually and there is no cooldown. You only need slow enemy down and there will be tons of damage, so Rylai’s Crystal Scepter comes out and become its best friend. Moreover, this item puts an Mark on enemy, which can be detonate by your allies, this Passive helps you teamwork better with your Jungler at Early and Mid Game.
In addition, Imperial Mandate costs only 2500 gold and provide enough healing effect and mana restoration while providing Ability Haste and more AP. Meanwhile, other Mythic Items usually cost 3400 gold, you can reach to this item faster and can easily overcome your opponent. Rylai’s Crystal Scepter does not only provide the slow Passive, but also increases your max health, with these two items, you will be undefeatable.
As Shakarez mentioned above, you should build Rylai first then Imperial Mandate, as a result, your Laning Phase will be easier.
In conclusion, Rylai’s Crystal Scepter and Imperial Mandate is an OP combo at the moment, they provide every thing a Mage need. It can be a bit hard for you while rush for these items, but when you finish them, you are unstoppable.
