Riot Games has stated that new penalties and mechanisms to handle champion select reports and make them more impactful are on the way
Champion select reports have long been demanded by League players, but its first deployment has had mixed outcomes.
Champion select reports have already been incorporated in League of Legends, but for the time being, there is no mechanism for the report to prevent the game or have much of an impact. Riot Games stated in the recent developer blog post discussing how to effectively apply behavioral systems that change for the system to filter out pre-game negativity will be available sooner than fans may have thought.
Riot mentioned in the post that penalties would now be related to reports received during the pre-game draft. According to Riot, pre-game complaints account for 3.2% of all reports in League of Legends, but the lack of a direct penalty mechanism for reporting options already in the game seemed worthless to some fans.
Punishments for these allegations would be implemented in a patch as soon as possible. The report mechanism appears to be linked to the same consequences as in-game disruptive conduct such as inting or verbal abuse.
Riot also discussed encouraging the 95% of players who aren’t usually disruptive and attempting to target the most consistently disruptive conduct. The vast majority of concerns would be resolved if Riot could encourage players who are currently acting nicely to stay on track while discouraging the most prevalent causes of toxicity. Toxicity may still be in League for a while now, but Riot Games appears to be trying everything possible to lessen it.
